I can't seem to get the synth right and I'm not sure if it's because of the annotator I'm using, if I'm using the wrong effect, or if it's because the notes really are wrong (highly doubt the latter bc I have perfect pitch).

Good thing you're only requesting the bass tabs because I tend to finish bass tabs first since I'm my band's bassist¬

In the Scandal gear threads, there is a picture of Tomo's pedal board, and the BOSS Synth has some settings marked if you zoom up a bit. It might help reaching the desired sound...
