Tom from JPU here. We have the same deal for all of our acts, and they all get royalties based on sales, plus an advance (which is basically saying we promise we will make £xxxx amount of sales, so here's that much sales right now. It's basically a guarantee).
Also JASRAC has nothing to do with license deals. That's music publishing and a different industry from licensing. They collect money separately and will collect it from whoever prints or distributes the music, whether it's JPU, Victor or someone else. So although it's not part of a license deal, it still has to be paid by law and doesn't go to any label.

It's all based per sale! So if we sell one copy, we lose a lot of money but the band and Victor still get their royalty for the sale.
As for JASRAC, that's an additional way the band makes money. For recorded music JASRAC collect based on how many units are manufactured, and per download / stream for digital. We're not allowed to make a CD until we pay JASRAC for each unit we plan to make.
