Youre probably referring to a previous overlay, those are rotated every once in a while to go according to the latest album/single from SCANDAL!

That was from our Yoake no Ryuuseigun layout, which was retired right before the new year.
Who knows, even though the buildings are gone similar styling could appear in the future~
