I find this a bit strange, since it over a month away, for to be canceled due to COVID. Have they a noticed a spike in people catching it during summer festivals.

Japan's currently experiencing a seventh wave of cases, hospitals in the area where the festival was to be held seem to be overloaded, and those running the festival said they tried to think of preventative measures but ultimately decided nothing could be done with absolute safety or without disrupting the festival in some way. So yes, it's mainly due to the effects of COVID.
